This release is a maintenance release for the 1.x series. 

It is recommended for all CiviCRM installs on 5.70 and above. 

The release provides fixes for a range of deprecation and other warnings and use of smarty up to version 5.

It provides no new functionality, but it's a new minor version due to the potential for breaking earlier CiviCRM versions.
